Update logic for deleting Program Instance

The logic for deleting Program Instance has been updated.

• A Program Instance cannot be deleted if the Program Instance has at least one (1) Group associated with it.
• If a user attempts to delete the Program Instance, the following message will appear:
  • The following group(s) contain this program instance: [Group_Name]

Note: Existing restriction for Groups. Groups cannot be deleted with student(s) enrolled to it.
